The little guy is quietly taking over construction 📈
A fresh IOL analysis of Stats SA’s Construction Industry 2024 report shows a clear shift in who actually runs South Africa’s building sector. Small and micro enterprises generated 32.2% of total construction income in 2024, up from 25% a decade earlier. Their share of employment grew even faster, from 40.6% of all construction jobs in 2014 to 55.3% in 2024.
The big players tell the opposite story. In 2014, the 100 biggest construction firms generated 40% of total industry income. By 2024, that had fallen to 26.7%. Large companies still generate 43% of income, but they now account for just 21.4% of employment, while small, medium, and micro enterprises employ the remaining 78.6% of the workforce.
Part of this is survival by necessity. Years of load shedding, weak growth, and construction mafia extortion have coincided with the collapse or restructuring of some of the country’s biggest names, including Group Five, Basil Read, and Murray and Roberts. That decline was compounded by the 2010 World Cup stadium collusion scandal, which cost the industry’s big contractors more than R1.5 billion in fines.

Government’s crackdown on construction mafia is starting to bite 🚨
The numbers on extortion are finally moving in the right direction.
Public Works Minister Dean Macpherson says 52 companies have now been blacklisted since he took office 2 years ago, as government presses ahead with its campaign against so called construction mafia groups. More than 770 cases of construction related extortion and intimidation have been reported nationwide since the Durban Declaration was signed in November 2024.
The industry estimates that 180 public infrastructure projects worth R63 billion have been delayed by extortion, intimidation, or violence. But the intervention is showing results. In KwaZulu Natal, historically the hotspot for site invasions, monthly disruptions have dropped from more than 60 incidents a month to fewer than 10.
A new Integrated Social Facilitation Framework is the next phase, aimed at improving community engagement before projects even start, alongside procurement reforms, real time tender monitoring, and a national blacklisting database that flags companies linked to extortion.
It is not a victory lap yet, but for contractors who have watched sites get shut down by intimidation, this is the first real sign the tide is turning.

With CIDB actively blacklisting companies linked to extortion and non compliance, and a national blacklisting database in the works, it is worth checking who you are actually dealing with before you sign a subcontract, joint venture, or supply agreement.
The CIDB Register of Contractors is public and free to search. It shows a company’s registration status, grading, and works capability, and flags anyone who has been suspended or removed.
Head to the register, search by company name or registration number, and check that their grading actually matches the size of the project you are bringing them onto. A 5 minute check now beats a legal or reputational mess later.
