A R264 billion pipeline is about to enter procurement 💰
President Cyril Ramaphosa unveiled the 3rd edition of government's Construction Book this week, addressing the Sustainable Infrastructure Development Symposium in Cape Town. The edition lists more than 170 projects worth an estimated R264 billion, expected to enter procurement over the next 12 to 18 months.
The broader Strategic Integrated Projects portfolio has ballooned to R1.67 trillion, up from R340 billion in 2020, a fivefold increase in just 6 years. Of the 195 projects currently in that portfolio, 32 worth R48 billion have already been completed, and 55 worth more than R407 billion are currently under construction.
Digital infrastructure features for the first time in the Construction Book, with 3 projects worth a combined R28 billion, including 60 new dishes for the MeerKAT radio telescope array and the first phase of the SAeX subsea fibre optic cable.

Government will now publish quarterly performance reports to track how many of these projects actually convert from paper to procurement. Ramaphosa was candid about the gap, noting South Africa's gross fixed capital formation sits at around 12% of GDP, less than half the 30% target for 2030, and that construction's contribution to the economy has almost halved to 2.3% of value added, down from 4.2% in 2008.
The message from government was clear. There is no shortage of infrastructure proposals in South Africa, the constraint is how many of them are actually ready to build.

Big pipeline, shaky client, know the difference before you sign 🏛️
Local government elections are 2 months away, and municipal finances tell their own story.
South Africans head to the polls for local government elections on 4 November 2026. Regardless of the outcome, the financial state of the municipalities awarding contracts right now is worth understanding on its own terms.

The Auditor General's most recent consolidated report on local government found that only a small share of the country's 257 municipalities achieved a clean audit. Separate analysis puts around 63% of municipalities in some form of financial distress, with municipal debt nationally exceeding R130 billion.
This matters directly if you do or want to do municipal work. A funded national pipeline like the one above does not automatically mean the municipality issuing your specific tender is financially healthy enough to pay you on time, or at all, once the work is done.
None of this means avoid municipal work. Plenty of municipalities are well run and pay reliably. It means treat every municipal client the way you would treat any other client with an uncertain credit history, and do the homework before you commit resources.

National level funding announcements are genuinely good news for the industry. But the entity that actually signs your purchase order and pays your invoice is the municipality, not the Presidency.
Bigger contracts deserve bigger scrutiny, not less, especially with a client whose financial position you have not personally checked.
A good pipeline and a good client are 2 different questions. Answer both before you commit.

Every municipality in South Africa gets audited annually by the Auditor General, and the results are published for anyone to read. A clean audit means the municipality's financial statements are reliable and it complied with the laws that govern how it spends and manages money. A disclaimed or adverse finding means the opposite, and 👉 it is a genuine warning sign.
Before you take on a significant municipal contract, look up that specific municipality's most recent audit outcome. It takes a few minutes and tells you far more about payment risk than a persuasive account manager or an impressive project brief ever will.

A clean audit is not a payment guarantee, and a poor one is not an automatic dealbreaker if the contract terms and security are structured properly. But going in informed beats going in hopeful.
